I have not yet found APIs to fully initialize the RSE model. This bug doesn't occur if the RSE explorer window is opened first. I've searched a number of hours on several different days and do not expect to have this done any time soon. The RSE initialization code is a bit hard to trace through and uses a number of abstraction layers that complicate discovering how to fully initialize the model.
