Total of 4 JST test deps to be resolved from downstream builds:

org.jboss.tools.seam.ui.test requires org.jboss.tools.jst.jsp.base.test
org.jboss.tools.struts.text.ext.test requires org.jboss.tools.jst.jsp.test
org.jboss.tools.vpe.ui.bot.test requires org.jboss.tools.jst.ui.bot.test
org.jboss.tools.jsf.test requires org.jboss.tools.jst.jsp.test

Solution:

a) I publish test plugins via a new wrapper feature on the JST update site, so that these 4 component can depend on them
