the current implementation does report that it cannot load instances/images on a cloud that has a single / in the url. 

I dont see any sense in assuming "localhost" to this kind of URL (see above, an URL without // lacks the host part but it's still a valid url).

To my understanding the current solution is absolutely correct and sufficient
