When user wants to disable Seam debug mode he/she sets debug="false" in components.xml. But it's not enough becouse in this case WEB_INF/dev folder will be ingored in runtime. Our New Seam Web Project sets up /src/hot folder to be deployed to WEB_INF/dev. So this the problem. We should find a way to make this switching more convenient.
