Ok, Finally I got that we should test it on other project ;)

There are two problems.
We don't pick up tag libs from packeges. We are looking for them in META-INF folder only. Look likes we should scan every src/jar folder.
And the second problem is these tag lib xmls themselves. Xmodel doesn't recognize them. See attached file.
