Snjezana your comment here says the issue is different from what the eclipse bug is about.

If the EAR library is *always* added (as discussed in the bugzilla) then I guess this is simply the current behavior in WTP, where as
if it is like you discuss in this issue that web projects only starts getting the EAR library after you have created a EAR project then there is abug.

Which one is it ? 

in any case, this issue is minor since users can remove that library if they wish too.
