After creating this example, it looks like there is another bug, namely only facet header shows in the preview and footer  is never shown even without ui:include

Visual/Source and Preview only shows HEADER  for the first table (the 2nd table doesn't show either text.)

When I view this page in Firefox it shows header and footer for both tables.
