Nick, pay attention to these two lines:
"The com.jboss.jbds.project.examples plugin should be included in JBDS and *shouldn't* be included in JBoss Tools.
The org.jboss.tools.community.project.examples.feature should be in JBoss Tools, but *shouldn't* be included in JBDS. "

This is to ensure that the outofbox experience for both JBDS and JBoss tools users for Project Examples are not confusing.
JBDS will have the JBDS certified examples and JBoss Tools will have those that works in that environment.
Over time those might overlap, but that is fine since this issue makes the default separation cleaner.
