Hitoshi, it is correct that the Eclipse editor always sets the encoding to UTF-8. Would simply removing this line from the XML work? Are you experiencing any side-effects? Because I'm capable of simply opening the file you provided (using Shift-JIS) in the Eclipse plugin. So other than the incorrect encoding that is included in the created XML file, are you experiencing any other issues?
