I tried 32-bit 1.5 JDK for installation (pointing to a 64-bit JVM for execution) 
it gave no error mesages but also does not run

C:\Users\Burr\Downloads>java -version
java version "1.5.0_19"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.5.0_19-b02)
Java HotSpot(TM) Client VM (build 1.5.0_19-b02, mixed mode)

Funny enough, it did build shortcuts this time. :-)
But selecting the shortcut nor running "eclipse.exe" will cause JBDS to run.

CR1 still  works great (and it should have installed with the 64-bit JDK because that is my default)
