The issue is fixed. Now we use a static meta-info (XML catalog + our xml schemas) only if there is no any libs with the same URI in classpath.
But there is only a4j facelet lib without any info about attributes in this particular project. So we can't show any attributes for available tags. See https://jira.jboss.org/jira/browse/JBIDE-5811
