My bad, I discovered that if I used firefox it would show up with localhost:448080/csstest and if I used internal browser the title of eclipse would show  the 448080 url, but not in the actual url of the browser. Similar behavior were to be seen when using Ffox.

I apparently had changed the http port configured in eclipse to 448080 without reverting back ;(

So for some reason the internal browser doesn't show the url always when its invalid. funnily enough when I changed to 8080 it actually does shows up (this time with a "This program cannot display the webpage") even if the server is not running. So not sure why 8080 and 448080 is getting different behavior, but at least the server adapter is actually doing what I told it to.
