Reading on the eclipse bug and finding related issue https://bugs.eclipse.org/bugs/show_bug.cgi?id=119969 indicates to me that our AS adapter might be returning false when it should return true (or viceversa) for publish state/situation OR that some combination of the webservice wizard and AS adapter and AS it self is not working well.
But from what I can see - the wizard actually asks Tomcat to completely restart to make it work.
Republishing/restarting the client war should be the only thing required though.
