I found that JBDS run with downloaded build preference page JBoss Tools/Web/Templates is missing. This page is registered in org.jboss.tools.common.model.ui plugin.xml in the same way as preference page JBoss Tools/Web/Label Decorations, and this one is shown ok. Brian, please check if your JBDS misses preference page Templates. Without it, not only this action, but some other features will fail.
