Brian, sorry, I gave a wrong hint. Templates preference page is hidden by default. Please open Preferences/General/Capabilities, check in JBoss Tools Experimental configuration and press OK. Then once more open Preferences and you will find JBoss Tools/Web/Templates. Please look into Groups control (in the upper section) and check that there are 4 entries with jbossesb uri. If they are ok, then try creating esb config file by action File->New->Other->ESB->New File. Select version 1.1.0 or 1.2.0 (not 1.0.1, for that old version feature is not activated). Check new action wizard with the created file.
