Depends on your particular interpretation of the OSGi religion. :) The Catholics would say you only need to put dependencies into feature manifests, cuz that's where things are installed via p2. The Protestants would say no, you should put the dependency information in the plugin manifests so that features are not needed to ensure interplugin dependencies.

And the Pastafarians* would of course want it in both places because that's how His Noodliness likes it. :)
