/org.jboss.tools.common/src/org/jboss/tools/common/xml/DtdResolver.java, if used, doesn't caches the schemas. There was an issue on that, but for some reasons ithat issue was closed without any modifications. 

If the DtdResolver class is not the reason of the issue, then I need a time to research.

Dominik, what about steps to reproduce?
