Palette inserts taglib definition incorectly in xhtml file

When user inserts ordinary tag from palette in xhtml - all works fine.
But when user inserts taglib definition - for jsp and xhtml files palette inserts construction like:

<%@ taglib uri="http://richfaces.org/rich" prefix="rich" %>

This is suitable for jsp file but not for xhtml file
