2.)  Add portlet facet
3.)  "File | New | Other... | JBoss Tools Web | Portlet | Java Portlet"
4.)  Specify package and class name
5.)  Take defaults and finish
6.)  Notice that the package for the portlet Java file is created, but no class is created for the Java Portlet
