org.jboss.tools.jst.web.xml is still created for seam projects and contains absolute paths to jar files from class path containers like: jre, server or web libraries

according to JBIDE-1714 this file should not be created at all. It is not created for JSF projects but it is for seam projects.

Here is the use case:
1. EXECUTE: Create any Seam project in WAR deployment configuration
2. ASSERT: Open .settings/org.jboss.tools.jst.web.xml file and check there are no absolute paths
3. EXECUTE: Add Richfaces Custom Capabilities
4. ASSERT: There are still no absolute paths in .settings/org.jboss.tools.jst.web.xml

at least problem with absolute paths in org.jboss.tools.jst.web.xml on step 4 should be fixed
