the same for Eclipse 3.5.1 and this is definitely Upstream issue.

if there are several workbench windows are opened in eclipse Window menu shows them at bottom so you can open any from minimized windows. But window state are showed wrong, diamond is used to show active window instead o minimized.

If there is only one workbench window there is no way to restore the window state because there are no windows listed at the bottom of Window menu.
possible issue is bugs.eclipse.org/bugs/show_bug.cgi?id=127740.

I'm going to submit issue with description.
