And I found the reason for your problem. When you create a web service by using the web service wizard, the wtp will create a dynamic web project and a ear project, and the dynamic project facet: dynamic web module =2.5. 
So in the ear project, we can't find a application.xml. Then the server can't find the web service. 
I remebered I had asked this question, as if this is a jboss server problem.
Max, any suggestions?
