  Yesterday I've checked another project and bundles from the faces-config were resolved for it. I looked  through the code and found that for some projects resource bundles aren't loaded because we cannot correctly read and recognize project's jsf configuration. 
  So we are still working on it. And it would be nice to have your project as an example also.
