When I revert my faces-config.xml back to 1.2, then the messages are recognized, too. The messages are recognized with version 1.2 independently of the encoding in the xml header.

It seems like a versioning problem: web-facesconfig_1_2.xsd works fine, and web-facesconfig_2_0.xsd doesn't work.
