Based on my point, I think for this release, we only can finish the task by extending the dynamic web project wizard. It is a easy method. 
Of course it is a temp way. After this release, we should do like Max said, add a facet for this purpose.
And take 5732 (or 5723? I forget the number) and cxf (jaxws) into account, after this release we need give a  uniform way to resolve these kinds of web service.
