If we go with the more basic approach where we add a wizard to create the .java file and modify web.xml, where should that go? In the "New" wizard category? At the Project Navigator level for a project with the right facet? 

But I agree in principle that we should keep it simple for this release. Two pages - one for defining the name of the web service and the properties the service needs in the web.xml, and another page where the interface or superclass is specified for the user and all they have to do is input the package and class name (basically the same Java class wizard page we have in multiple other places in the tooling).
