Yes, 'New | Other | JBoss jBPM | jBPM Action' should be put to org.jbpm.gd.jpdl plugin.
I can implement it exactly as 'New | Other | ESB | ESB Action' but implementation depends on org.jboss.tools.common.model.ui plugin.
I suppose that dependency of org.jbpm.gd.jpdl on org.jboss.tools.common.model.ui plugin is not welcome.
However, in this case it is only a matter of copying 2 classes until this dependency is approved/rejected; so that I will do that now.
