Yes this is to deploy the BPEL project into Tomcat/ODE - which is what the deployer in the original BPEL project used to do.

In terms of the deployment descriptor, if they use the standard ODE deploy.xml, then it can be deployed as is - although we need to make sure the deployment descriptor editor also works on deploy.xml files. If they have a bpel-deploy.xml, then it will need to be renamed when deployed in to the ODE/tomcat environment.
