If Eclipse itself advises that you restart after an installation rather than applying changes, who are we to argue?

I don't think there's a way to suppress that piece of the UI without customizing Eclipse itself (eg., building a RCP-based product like JBDS), so really it's a matter of the classic Groucho Marx sketch:

Groucho: Doctor, it hurts when I [install JBT into Eclipse w/o restarting].
Doctor: So, don't [install JBT into Eclipse w/o restarting]!
