it's a  Guvnor server side issue since the server side implementation doesn't accept a file without file extension, so when a file without file extension is added to Guvnor respository ,  Guvnor will consider the file extension is "", and generate file name as "xxx." . Guvnor tools constraint should be consistent with Guvnor by not allowing to upload files without file extension, I will create another jira for tracking it.
