Rob, the server list contains only servers of selected runtime. It works in this way in JSF/Struts/Seam/... wizards. And it has always worked in that way. Even New Web Dynamic Project wizard used to worked in that way before they removed Target Server filed at all.
And you can select runtime. Does it work for you? Your screenshot looks ok and I see the runtime combobox there. Please reopen the issue if it still doesn't work for you.
