The real reasion for the issue is we can't get the name of these generated web service classes name and package name. 
The classes name from: portype name,the setting of binding files
The package name from: user input, wsconsume command line generated, the setting of binding file(maybe).

Yes, I know this is top-down. It generates codes from a wsdl. Then we can find all of the classes that have the @webservice annotaion. After that, we generate impl classes for these web services. 
I am not familiar with JAXB too. But I know if we want to resolve all scenes by Jaxb solution, we need to do more additional work, for example parse binding and wsdl files, and so on.
