This issue is fixed within JBIDE-6341. The problem aren't missing dependencies, but the changes in the P2 engine in Helios. Because of that o.j.t.project.examples aren't compatible between Galileo and Helios. o.j.t.project.examples from the trunk is compatible with Galileo and o.j.t.project.examples from the 3.2-Helios branch is compatible with Helios.
I suppose you have tried to compile o.j.t.project.examples from the trunk using Helios.
