Not able to add this Excel File to BRMS

For some reason the Add icon in JBDS under Govnor is grayed out and does not allow for the uploading of the attached Excel file.  I both dragged and dropped it into the Repo and also saved it directly into the workspace with the same effect.  I am told on Windows that this works without any hiccups.
