I can't replicate the issue on this configuration:

Darwin mac-mini.lab.eng.brq.redhat.com 9.8.0 
Darwin Kernel Version 9.8.0: Wed Jul 15 16:55:01 PDT 2009; root:xnu-1228.15.4~1/RELEASE_I386 i386
JBDS Version: 3.0.1.GA #98
and as well as on JBDS 3.0.0 #50 (affected JBT version)
32-bit Cocoa and carbon
JVM 1.6.0 MacOS X Default
drools-5.0-guvnor-standalone

Content menu shows add, delete, update properly. Actions with the excel file / other files are done well. Drag and drop worked for me as well.

Jim, possibly you're referring another thing, could you please specify what Add icon in JBDS you mean. AIFAK there is Add icon only for creating guvnor repository and for content managing there is context menu in Navigator view. More detailed replication steps or screenshot would be appreciated.
