It's completely possible to create a new ESB project, target it to some primary runtime which does *not* have EAP, and then on page 3 also specify the ESB runtime you desire. This is not a bug and I don't think it needs changing... it just needs to be a little bit more intuitive for the user. 

Basically, a project has a "primary" runtime, which in this case would be the application server. When adding the ESB facet, it also adds either the ESB runtime from the primary runtime's installed ESB (if available) or a user-selected ESB runtime from elsewhere. 

I'm not sure what exactly you all want changed here.
