I have just studied sources, and it seems that both actions are now in use, and org.jboss.soa.esb.actions.soap.SOAPClient is quite developed and UI for it is certainly out-of-date. Still, Programmers Guide says nothing about it, and I built UI based on its advice. 
Just one comment: source spells property 'SOAPAction' rather than 'soapAction'.
