Yes, there are some issues in WTP side. We are not easy to handle these issues. 
But the WTP web service framework is a tool to resolve the tasks of creating web service: find, create, publish, and so on.
If we realize a new wizard by ourselves, we need to do more works for these tasks. It need to be developed, tested, used. 
We need to scale the time and workload for them.  
Wait for the inputs from other guys of our team.
