As far as I can see, this is *not* fixed. 

Looking at the wtp-patches jar listed over at the webtools/patches location, it has many files and folders in it, but these folders do *not* seem to be in the final installation! 

[rob at localhost eclipse]$ pwd
/home/rob/jbdevstudio/eclipse
[rob at localhost eclipse]$ du -a | grep "wst.web_1"
60      ./plugins/org.eclipse.wst.web_1.1.301.v200911302230.jar

Inside the patches jar, however, is the following folder:
/plugins/org.eclipse.wst.web_1.1.302.v201003181725

So this did not work at all.
