Now all VPE toolbar items are enabled regardless of the state of VPE, but some of them should be enabled only in certain cases. For instance, the items Show/Hide Text Formatting Toolbar and Horizontal/Vertical Split should be available if Visual/Source tab is selected (see screenshot-1.png).
