Possibility to select where user want to see icons bar has been added to Visual Page Editor Preferences. Here shows how it's works. By default Visual Page Editor contribute icons to eclipse main toolbar. I also have captured an video which shows this feature  http://www.youtube.com/watch?v=ME6cY5FiXxg&feature=player_embedded
