The modification is done by jst.jsf in Web25MergedModelProvider called by JSFFacetInstallDelegate. The idea is to add another namespace (with prefix 'web') for  version 2.5 to support features missing in earlier versions. It seems they do not check there that 3.0 is not an earlier but new version of web descriptor.
