Remote launch want to always start a jboss instance even though for EC2 images JBoss is in most cases already running.

trying to workaround by just having start/stop script be "echo" results in JBIDE-7579 (hard impossible to stop).

We need to have this fixed/usable for B2.

Could ask user when launching if we should launch or just do NOOP ? (similar for shutdown)
