    Steps to Reproduce: 
1) make sure you have an instance running in ec2
2) check its state in the instance viewer: it must be running
3) check available actions: if available actions are stop & reboot, launch a new instance and back to 1) 

Result:
Available actions are: start & destroy

Expected result:
Available actions must be: stop & reboot
