We can't use JSF 2.0 & RichFaces 4.0 project template for Tomcat 6 because this template uses EE6 libs from target server. So the server should support EE6.
Let's create a new project template with bundled JSF 2 libs to have it work in Tomcat 6.
I've created an issue for that JBIDE-7729
