If we only need the one update site, it can be simply enabled in the feature.xml for the root feature.

URL to use is:
http://devstudio.jboss.com/updates/4.0/
... unless we want to push people to use the https:// version instead and hope they prefer security to easy-access (some firewalls block https).
Note that if you browse that site right now in a browser you'll get a 403 error, but there's an empty placeholder site.xml in there for those looking to browse it w/ JBDS or eclipse.
