Asking works again.

hint for documentation purposes:

the preferences are stored in the configuration area of the eclipse instance that is used to run the plugins (ConfigurationScope). You delete those prefs if you have a launch config that has "Clear the configuration area brefore launching" option checked.

Asking works again, but storing seems broken, it always asks (and it should only ask once)

> When started newly installed tools for the first time, usage plugin used to ask user if I wanted to report usage. This does not happen anymore.
> After first run (when tools does not ask) file <eclipse_install>/configuration/.settings/org.jboss.tools.usage.prefs does not exist. It gets created after I go to Preferences and enable reporting by hand.
> Expected behavior:
> 1. install tools on top of clean eclipse
> 2. start it
> 3. tools must ask you, if you want to enable usage reporting
