OK... I think I see two paths thru this wood.

a) features (or better yet, plugins) which would benefit from this extra stuff being installed: add optional dependency to relevant feature.xml or manifest.mf files so that the dep can be seen and optionally installed

OR

b) don't worry about adding deps, and I'll just add the RSE update site to the aggregate update site (along with GWT, m2eclipse, etc.) so it's available for users to enable and use, and MANUALLY install if they choose to do so.
