The Manage Keys dialog is kicked off from the Launch Instance Wizard (i.e. the Manage... button).  This button does not appear for Mock clouds as keys are not used.  The Network Preferences are generic to Eclipse.  Go to Windows->Preferences->General->Network Connections->SSH2 and add a Private Key.  There is an article posted on the JBoss wiki on how to use the DeltaCloud tools.  See http://community.jboss.org/wiki/DeltaCloudTools001UserGuide  Note that some of the detail is Beta1.
