The initial release may not have the functionality.  The current functionality may also be missing what you want.  It is really a Connect to Remote System Explorer, but I can see how it would be expected to bring up the RSE Perspective instead of requiring the user to do this manually.  The newest version of the code automatically connects to RSE if the Instance is launched by the DeltaCloud Tools.  This is default behaviour unless a preference is turned off under DeltaCloud preferences.
